A four-story house covered in Graffiti by artists Risk & Retna is causing ire among residents in Santa Monica, California, and reigniting the now 30-year-old battle to legitimize graffiti as art. The multicolored mural was commissioned by the homeowner to promote “Heal the Bay,” an organization dedicated to protecting Los Angeles oceans from pollution. Though the piece is a temporary construction installed on a shabby building, complaints call it a public nuisance. Carlin faces $5,000 a day in city fees, but calls it a victory for Heal the Bay.
